District 13 is one of the City’s next-priority underground utility assessment districts following completion of Districts 12 and 14.

In March 2022, property owners from the proposed District 13 submitted 199 signed petitions in favor of undergrounding the overhead utilities throughout the district. These petitions represent approximately 64.8% of the 307 parcels in the district and met the City’s 60% support threshold required to advance to the next step in the district formation process.

On July 5, 2022, City Council approved updates to the City’s UUAD Policy and authorized funding to initiate utility design efforts for Districts 8 and 13. Southern California Edison completed preliminary underground design work for District 13 in May 2024. The telecommunications utilities, Frontier and Spectrum, submitted design proposals and cost estimates in 2025.

The next step is for staff to request City Council authorization to fund the Frontier and Spectrum design proposals. Once all utility designs are complete, the City will prepare the Engineer’s Report, which identifies the estimated project cost and proposed assessment for each property.

Following that step, the City will initiate the Proposition 218 process, which includes formal notification to all property owners and a ballot proceeding to determine whether the district moves forward to construction.

District 13 is currently in the design coordination and funding phase. Electrical design by Southern California Edison is complete, and telecommunications design proposals from Frontier and Spectrum are pending City Council authorization.

Following authorization and completion of all utility designs, the City will proceed with preparation of the Engineer’s Report and initiation of the Proposition 218 district formation process.

Assuming Districts 12 and 14 continue progressing as anticipated, staff is hopeful to begin shifting more focused effort toward District 13 later this year. The exact timing will depend on completion of current district construction, City Council actions, and utility coordination.
