Start by submitting a Service Project Proposal to the Parks and Recreation Department.

Your proposal should include:

• A brief description of your project
• The location you’re interested in
• Sketches, photos, or concept ideas
• Materials you plan to use
• Your timeline
• Any ongoing maintenance needs

City staff will review your idea and may request additional details or adjustments to ensure the project is feasible and safe.

Parks and Recreation staff will evaluate your proposal for:

• Safety and accessibility
• Consistency with City design standards and master plans
• Impacts to public access, maintenance, and operations

If needed, staff will coordinate with other City departments (such as Public Works or Risk Management) for additional review. Staff will work with you on any required revisions.

Once your project is ready, staff will schedule it for review by the Parks and Recreation Commission.

Your proposal will be presented at a public meeting of the Parks and Recreation Commission. At this meeting:

• Staff will provide a summary of your project
• You may present your project and answer questions
• Community members may offer comments
• The Commission will discuss your project and make a formal recommendation to the City Council

The Commission may recommend approval, approval with minor changes, or may ask for more information before moving forward.

The City Council reviews the Commission’s recommendation and makes the final decision. City Council may:

• Approve your project
• Approve with conditions
• Ask for revisions

• Decline the project

No project work may begin until City Council approval is granted.

Once approved, staff will provide guidance on any required conditions, permits, or safety standards. After you complete the project:

• Staff will conduct a final inspection
• Once approved, the project becomes part of the City’s public assets
• Maintenance responsibilities will follow the agreement established during the approval process
