Development Impact Fees

Development Impact Fees (DIFs) are one-time charges on new development that are collected and used by the City to cover the cost of capital facilities, vehicles, and equipment that are required to serve new growth.

Potential new developments impact City infrastructure and capital needs. To mitigate the impacts of new development on public improvements, public services and community amenities, the City is considering DIFs to cover the cost of future capital needs required to serve new growth.

The City of Manhattan Beach has contracted with Harris & Associates to complete a Development Impact Fee Study which evaluates impact on Government Facilities, Parkland, Park Improvements, Police, Fire, Transportation, Sewer, Storm Drain and Water systems and infrastructure.

CITY COUNCIL STUDY SESSION: DRAFT DEVELOPMENT IMPACT FEE NEXUS STUDY

The City of Manhattan Beach held a City Council Study Session on Tuesday, January 13, 2026, to present the draft findings of a Development Impact Fee Nexus Study. The meeting included a comprehensive presentation explaining the Study's results and the proposed development impact fees scheduled for City Council consideration on February 3, 2026.
