The economic problems of the past two years have had a resounding effect, and have made it challenging to sustain our historically solid financial position. Given this climate, we continue our budget philosophy to continue the levels of service currently provided to our residents, reduce our expenses wherever practical, meet our employee obligations and maintain acceptable General Fund reserves.
Chief among our challenges is the decline of two of the General Fund’s significant revenue sources - property and sales taxes - coupled with increasing pension and retiree medical costs. These losses have been mitigated by new and increased revenues as well as the elimination of external contributions.
Total revenues for Fiscal Year (FY) 2010-2011 are estimated at $83.5 million, a $2.2 million or 2.7% increase over the FY 2009-2010 budget. Total expenditures are budgeted at $84.7 million, a $2.6 million or 3.0% decrease from the prior year budget.
