Project Information (as of November 26, 2024):
The Planning Commission considered the Sunrise Senior Assisted Living project and associated Final Environmental Impact Report (EIR) at a public hearing on July 28, 2021. At the hearing, the Commission adopted Resolution Nos. PC 21-03 and PC 21-04, approving the project and certifying the Final EIR. Documents related to the EIR are provided below.
The approved project includes the demolition of three commercial structures and construction of a new 79,772 square-foot residential care facility on the southeast corner of N. Sepulveda Boulevard and 5th Street. The project would provide a total of 115 beds within 95 studio, one- and two-bedroom units. Sixty-four units would be assisted living units, and the remaining 31 rooms would be for memory care residents.
The building would consist of three stories above grade, and one level of subterranean parking containing. A total of 63 parking spaces will be provided, with 61of them being in the subterranean level. The building would have a maximum height of 30 feet above average grade and would meet all applicable development standards for the property. The project would take access from N. Sepulveda Boulevard, with commercial loading and trash pickup accessed from 5th Street. All sidewalks along the project frontage would be removed and replaced as part of the project’s public improvements.
Since the time the project was approved, modifications to the plans and scope of work have resulted in a decrease of three assisted living units, with a resulting total of 92 units rather than 95 units. Additional revisions are envisioned by the applicant which must be in substantial conformance with the project approved by the Planning Commission. In no case will revisions be approved if they increase the maximum number of units or beds, result in noncompliance with any applicable development standard, or result in any new or intensified impacts analyzed in the EIR.
At this time, building plans have been approved for the project, however construction has not commenced and the City anticipates receiving revised plans shortly. A demolition permit was issued in December 2022, and all structures on the site have been removed except for hardscape and building foundations
