Accessory Dwelling Units (ADUs) & Junior ADUs (JADUs)

On April 1, 2025, the City Council adopted Ordinance No. 25-0004, which amends MBMC Chapter 10.74 Accessory Dwelling Units to add and refine regulations for Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs). These revised regulations take affect May 1, 2025. Until the City's Municipal Code website is updated to reflect these revised regulations, those wishing to learn more about the City's revised ADU/JADU regulations can review the relevant portion of Ordinance No. 25-0004 related to ADUs/JADUs.

Ordinance No. 25-0004 also amends the City's Local Coastal Program (LCP) to create local ADU/JADU regulations for the Coastal Zone. The City is awaiting for the California Coastal Commission (CCC) to certify the City's proposed LCP amendments. Until CCC certification, ADUs/JADUs proposed in the Coastal Zone are only subject to applicable state laws as outlined below.

ADUs that meet the requirements outlined in CA Government Code Sections 66314 - 66332 (Article 2, Chapter 13) are permitted in areas zoned to allow single-family or multi-family dwelling residential uses, regardless of whether said areas are inside the Coastal Zone.

JADUs that meet the requirements outlined in CA Government Code Sections 66333 - 66339 (Article 3, Chapter 13) are permitted in areas zoned to allow single-family residential uses, regardless of whether said areas are inside the Coastal Zone.

The City's Interactive Map is a tool that can be used to determine if a property is within the Coastal Zone.
