What is the Housing Element Update?
The City of Manhattan Beach is updating its Housing Element, which is one of the State-mandated Elements of the General Plan that must be updated every eight years and certified by the State Department of Housing and Community Development (HCD)*. The Housing Element describes and analyzes the City’s:
- Needs, goals, policies, objectives, and programs for the preservation, improvement, and development of housing
- Needs in terms of housing affordability, availability, adequacy, and accessibility
- Strategy and programs to address the needs mentioned above

*NEW* The City's 6th Cycle Housing Element submitted to HCD for review on May 31, 2023 was certified.

Actions Taken
The City Council adopted the 6th Cycle Housing Element and associated CEQA approval document on March 22, 2022.
Per Resolution No. 22-0137, the City Council adopted amendments to the 6th cycle Housing Element on September 23, 2022 in response to HCD's June 3, 2022 letter to the City.
Subsequent to this adoption, and on November 22, 2022, staff received a comment letter from HCD in response to the City’s August 2022 submittal.
The following sections of the 6th Cycle Housing Element were revised in response to HCD’s November 22, 2022 letter to the City and submitted for HCD review on May 31, 2023. Sections that did not require revisions have not been included.
